Lid and scrubber tray incompatible

I bought this because the notch in middle of scrubber tray gave me the idea that maybe the scrubber could be laid sideways in the tray and the lid snapped on over the tray. Unfortunately, that is NOT the case. I shouldn't be too hard on Pulex, though, because all other window washing bucket manufacturers seem to have gone to this ridiculous design where the lid can't be affixed unless scrubber tray is removed. So my one-star rating applies to all. Why can't these manufactures produce a bucket with an inner tray that I can snap the lid on? I might as well cut up an old shower curtain and use a bungee cord to affix it on this new bucket because the lid is useless unless the tray is removed.
